Car critic Ed Wallace reviews the all-new 2017 Chevrolet Bolt electric car. It's the first electric under $40,000 base to have over a 200-mile range. Last week Consumer Reports claimed in their testing the Bolt went further on its battery than the Tesla Model S 75.
