Arlington police released video of an armed robbery earlier this month that ended with police gunfire. A second suspect in the case has also been arrested, police said.

A second suspect in the case has also been arrested, police said.

The backstory:
The robbery happened around 7 p.m. on Jan. 10 at the CashMax title loan business on Pioneer Parkway.
Police said they got a 911 call from a passerby who saw two armed men in black hoodies enter the business.
Those two men, later identified as 37-year-old Kelvin Bivens and 38-year-old Kevin Lewis, allegedly forced the employees into a back room and bound their arms and legs with tape.
They were still inside the business when police surrounded the building.
Two officers spotted Lewis running from the back door. He got away.
Other officers then spotted Bivens still inside. He started shooting at them, so they fired back.
Bivens was arrested by officers who were waiting for him when he tried to escape through the front door.
No one was hit, and no one was hurt.
Police said the employees were shaken but also not hurt.

Arlington Officer Involved Shooting caught on camera
The Arlington Police Department has released relevant portions of body-worn camera, dashboard camera, and surveillance footage from an officer-involved shooting incident that occurred on January 10, 2025 at a business in the 600 block of W. Pioneer Parkway. On January 10, at approximately 6:46 p.m., officers were dispatched to a title loan business in the 600 block of W. Pioneer Parkway for an Armed Robbery in Progress call. A passerby called 911 and reported seeing two individuals who were possibly armed enter the business. Surveillance cameras inside the business captured a man, identified as 37-year-old Kelvin Bivens, entering through the front door, pointing a handgun at four employees working inside, and instructing them to get on the ground. A second suspect, identified as 38-year-old Kevin Lewis, entered the business behind him. The two men then rummaged through drawers and the employees’ purses before instructing the employees to move to a back room. Once in the back room, they bound the employees’ arms and legs with tape. After the 911 call was made, officers arrived on scene and began setting up a perimeter. Officers who were covering the back of the business initially knocked on the back door and announced themselves as police. They then took cover behind their patrol vehicles and attempted to call the suspects out of the building using the vehicle’s PA system. Not long after, Mr. Lewis exited out the back door and immediately took off running. Moments later, Mr. Bivens stuck his arm out from behind the back door, still holding the gun, and began firing. Two officers then fired their service weapons in his direction. Mr. Bivens retreated back inside the business and attempted to exit out the front door. Officers posted on the front side of the business took him into custody without incident. No officers were injured during this incident. Mr. Bivens and Mr. Lewis were not injured either. Shortly after the shots were fired, the employees were able to get to the back door where officers saw them and safely removed them from the building. Although shaken, they were not injured. Mr. Bivens was charged with one count of Aggravated Assault Against a Public Servant and one count of Aggravated Robbery. He is currently being held at the Tarrant County Jail. After conducting follow-up investigation and reviewing evidence left at the scene, detectives were able to identify Mr. Lewis as the second suspect. They obtained a warrant for his arrest on one count of Aggravated Robbery. On January 23, 2025, members of the U.S. Marshals North Texas Fugitive Task Force located Mr. Lewis in Arlington and took him into custody without incident. He is currently being held at the Arlington City Jail. Both the criminal and administrative investigations into this incident remain ongoing.
The security camera video released on Thursday shows the first masked man enter the business with a gun drawn.
The employees drop to the floor and appear to comply with his demands. He is later seen on camera pointing the gun at the employees.
The video then shows the two masked men rummaging through employee drawers and purses.
Video from a police dashboard camera later shows two officers investigating the back of the building.
Shortly after they move away from the camera, one of the suspects comes out the back door with his hands up. Then he takes off running.
The sounds of gunfire follow.
When the video is slowed down, a second suspect can be seen firing shots out the back door as the first suspect runs away.
Video from an officer’s body camera reveals the two officers who had investigated the back of the building returned to their squad cars for cover and to use the PA system.
"All subjects inside of the CashMax building, this is the Arlington Police Department. Come out now with your hands up," an officer says. "Come out with your hands up. Come out now with your hands up."
Both officers fired shots as soon as they came under fire.
Additional body camera video shows officers meeting that same suspect at the front door. He is arrested and taken into custody.
Suspects Arrested
What we know:
Bivens was arrested on the night of the robbery. He has since been charged with aggravated assault against a public servant and aggravated robbery.
He also had an outstanding warrant for aggravated robbery out of Shreveport, Louisiana.
He’s being held at the Tarrant County jail.
Lewis was identified through personal items that were left in a vehicle found near the crime scene.
The U.S. Marshals North Texas Fugitive Task Force arrested him in Arlington on Thursday morning.
He’s now charged with aggravated robbery and is being held in the Arlington jail.
Both officers involved in the shooting were placed on routine administrative leave for an internal investigation. They have since returned to work.
What they're saying:
Arlington Police Chief Al Jones said an alert resident and good police training were the keys to stopping this crime in progress.
"That just shows when you know you have people of your community, the eyes and ears willing to give us a call, that's how we keep Arlington safe," he said.
The chief also praised his officers for what he called a fantastic job and response.
