Police: Suspect was on drugs during hit-and-run that killed bartender

Police records show the woman accused of hitting and killing a popular Deep Ellum bartender may have been on PCP, cocaine and marijuana when it happened.

Police say Jessica Pratt, 26, claimed Ian Brooks, 25, had already been hit when she ran him over last month on North Central Expressway. They say she grew increasingly angry when they questioned holes in her story.

Police impounded Pratt's car shortly after the accident on May 19. However, she was not arrested and booked for the crime until Monday evening.

Brooks was northbound on Highway 75 near Walnut Hill Lane in Dallas headed home to Richardson early that morning when his motorcycle was struck from behind and was killed by a hit-and-run driver.

According to an arrest affidavit, police interview a passenger in Pratt's car after the passenger was arrested on an unrelated warrant. She says Pratt "was driving very fast trying to make it to her job."

The passenger told police "Pratt was smoking PCP as she was driving" and that “she was on powder and green,” which is slang for cocaine and marijuana.

Pratt's sister, Tenita, asked FOX 4 to not identify her further or show her face. She questions the testimony given by the passenger

"If she was on all those drugs this girl was saying she was on, seems like an officer would have been able to see something is wrong,” Tenita said. “She went back to the scene and talked to the police officers and said 'Hey, I think I hit somebody.’"

The arrest affidavit indicates Pratt did return to the scene that night about an hour later after allegedly dumping all of her drugs.

In a follow-up interview, police say Pratt told them someone else's car struck Brook's motorcycle before her car struck him. She said “the man was already dead. I saw his dead body lifeless on the freeway."

When pressed about inconsistencies in her story police say "Pratt became enraged and began yelling."

Brooks' girlfriend, Brandy Alexander, wonders if the suspect has any remorse.

"I don't know if it's caused me more or less rage,” she said.

Brooks leaves behind a loving family and a legion of friends, especially in the Deep Ellum community where he worked himself up from bartender to general manager of the Brick and Bones Restaurant.

"He was just somebody that everybody loved. He exuded love. He was always kind and cordial to everybody,” Alexander said. “He not only treated people with respect, he was just a respectful person.”

At this point, Pratt is charged with a single count of accident involving death. She’s being held on $15,000 bond.

Additional charges may be pending.
