Highland Park could ban out-of-town parking

A city with chronic street parking problems may restrict it to residents only.

The Highland Park city council will hear what people think about the idea Thursday night at Armstrong Elementary School.

The city is also considering ways to limit drivers who cut through the upscale suburb.

It may lower speed limits to discourage out-of-town traffic.
