These are the best cities for starter homes, first-time homebuyers in 2026

Over the past several years, elevated home prices, rising mortgage rates, and constrained inventory have pushed entry-level buyers to the sidelines in many major metros.

But according to a new study, affordability hasn’t disappeared; it’s relocated.

To identify where first-time buyers still have a viable path to ownership, House Buyers of America conducted a comprehensive analysis of the 200 most populous U.S. metropolitan areas using three pillars: access, momentum and equity.

Their 2026 Starter Home Cities List then ranked more than 50 markets where entry-level homeownership remained accessible, competitive and economically sound.

Charleston, West Virginia ranked best starter-home city

According to the data, Charleston, West Virginia ranked as the top starter-home market. The city had the most affordable housing market in the study, but also outperformed the study's benchmarks for 'market hotness' and wage growth. 

Its accessibility, balanced with its liquidity, helped make it the No. 1 market in this year's study.

Charleston was followed by Peoria, Illinois; Binghamton, New York; Youngstown, Ohio and Rockford, Illinois.

Looking beyond individual city profiles, House Buyers of America said the top 10 markets shared a consistent performance profile, with the average typical home value being around $180,000, the average five-year appreciation being between 35-45%, and the time on market being about two months.

Based on their criteria, the company found that Rochester, New York was the top city for first-time homebuyers in 2026.

This was followed by Harrisburg, Pennsylvania; Granite City, Illinois and Birmingham, Alabama.
