Lewisville police officer arrested, charged with child sexual assault

An off-duty Lewisville police officer who was arrested Friday morning in Heath on a charge of sexual assault of a child has now resigned from the department, officials said Monday.

What they're saying:

Authorities say 32-year-old Zacur Vargas was taken into custody around 6 a.m. on Dec. 12 after Heath Department of Public Safety officers responded to a 911 call reporting suspicious activity. When officers arrived, they found Vargas and a 16-year-old engaged in a sexual act in a public place. He was booked into the Rockwall County Jail and later released on bond.

Vargas had worked for the Lewisville Police Department since May 2025 and was assigned to the Patrol Division, working the weekend overnight shift. He was off duty, out of uniform and not performing any police-related duties at the time of the incident.

What they're saying:

Lewisville Police Chief Brook Rollins said Internal Affairs charges were sustained against Vargas, prompting the initiation of termination proceedings. Vargas resigned Monday as those proceedings began.

"These allegations are extremely serious and deeply concerning," Rollins said in an earlier statement. In the updated release, he added: "When a police officer violates the law, they violate public trust, and that will not be tolerated in this department. This incident does not reflect the values or actions of the men and women of this department who work every day to earn and uphold that trust. That is why we took immediate and decisive action."

Internal investigation findings

According to the Lewisville Police Department, the Internal Affairs investigation sustained three violations: noncompliance with the law, immoral conduct, and disregard of public trust. 

Chief Rollins moved to terminate Vargas based on those findings before the officer resigned.

What's next:

The criminal investigation is being handled by the Heath Department of Public Safety in coordination with Rockwall County authorities. Lewisville police say they will continue cooperating as the case proceeds.
