Federal judge blasts Texas DFPS for poor handling of children in foster care

Federal Judge Janis Jack told leaders with DFPS that their actions have been shameful. She voiced her frustration with the lack of controls to keep workers accused of wrongdoing at one facility from being rehired elsewhere.
