President Trump delivered remarks Tuesday before Attorney General Pam Bondi administered the oath of office to Oklahoma Senator Markwayne Mullin to serve as the new Secretary of the Department of Homeland Security, replacing Kristi Noem. The President then took questions from the press on a host of other topics. 

Markwayne Mullin has been sworn in as the new secretary of Homeland Security. 

He’ll be taking over the department as it’s in the midst of a budget battle that’s led to long lines and the presence of ICE agents at some U.S. airports

Big picture view:

Senators are reportedly discussing Tuesday a potential breakthrough proposal that could fund the Department of Homeland Security and end the partial shutdown. 

The details were discussed late Monday night at the White House between some Republican senators and President Donald Trump, Reuters reported. 

The proposal would reportedly fund much of the department – notably the TSA officers that have gone without pay for five weeks – but exclude funding for specific parts of ICE.

Dig deeper:

The proposal would not fund ICE’s enforcement and removal operations that have been central to the funding dispute. 

ICE's Homeland Security Investigations would be funded as well as Customs and Border Protection, but with new guardrails to position officers from those divisions in their traditional roles, rather than as they have been used more recently in immigration roundups in cities, according to the Associated Press.  

The funding bill would reportedly also include a number of changes in immigration operations that Democrats have demanded, including mandating that officers wear body cameras and identification. 

Full details of the proposal were yet to be released. 

Meanwhile:

Congress is also working to pass the voter identification bill known as the SAVE America Act. President Trump has said this bill is top priority – even saying he would sign no other bills until this one was passed. 

It’s unclear if this could come in the way of negotiations.

Mullins was sworn in Tuesday afternoon after a late-night Monday confirmation vote.

What's next:

It’s unclear when the next meetings could take place to reach a funding deal. Reuters reported that negotiations were put on hold until Mullins was confirmed to lead the agency. 

The Senate is scheduled to go on a two-week break for state work beginning Monday, March 30.
