Witnesses at the Skyline Place Apartments called 911 saying Tasheki Anderson had bashed the 5-month-old baby's head against the concrete.
One woman talked to FOX 4 about the horrific incident. She said Anderson carried the baby by her legs and then suddenly slammed her head three times.
"Not even seconds later, I saw her just get this baby that was in her arms and just start slamming the baby into the concrete, like three times, and then she just threw the baby and ran off," said the witness. "The baby fell in a little puddle of water."
Anderson then dropped the baby in a puddle and ran away. She returned after police had arrived and acted as if nothing had happened, the woman said.
The baby was rushed to the hospital in critical condition.
Anderson was charged with injury to a child. She is being held on a $100,000 bond.
The motive is still unclear.
The witness said Anderson had two other children with her; Anderson's sister's children.
The witness, who has a 3-month-old baby herself, says she is deeply affected and says the other children who were with Anderson later revealed there was a previous indication that something was not right.
"I just wish one of the kids would've gave me an indication something was going on," said the witness. "Afterwards, when the police got here, she was like, ‘Well she told us we all were going to die today.'"
"These were little children saying this?" asked FOX 4's Dionne Anglin.
"No, the 12-year old said this," said the witness.
